Saul began his 40 year reign on Tishri 1, 1054 BC.
*** Special Note *** In I Samuel chapter 13 God set a precedent for Judah's kings. Saul's coronation took place at the "time of the wheat harvest" which occurs about May. It was therefore sometime after the month of Nisan when he became king. This verse seems to puzzle those that are not familiar with how God set the initial precedent for Judah's kings to begin their reigns at the start of the civil year beginning on Tisri 1 (The Feast of Trumpets). Saul's official reign began on Tishri 1 and after he had completed one year of his reign he is given an entire year credit for the four months of his partial accession period.
King David's first seven years were at Hebron and the final thirty-three were at Jerusalem (I Kings 2:11).
Samuel undoubtedly judged Israel with Eli. The scriptures tell us Samuel judged Israel all the days of his life.
Samuel was sole judge of Israel after Eli's death. Josephus tells us Samuel judged Israel for 12 years after Eli died and 18 years during Saul's reign.
